El Andaluz

Jeff Shelton designed El Andaluz, in his now familiar and admired style. There are seven homes around an extraordinary Moroccan influenced open-air courtyard. The specifications will meet the criteria of people who prefer distinctive architecture, highest quality building standards, and aesthetically luxurious finishes for their serene and secure home. This site is in a diverse neighborhood setting downtown, conveniently located just one block from State Street, six blocks from the beach, and within walking distance of the many civic and cultural amenities of Santa Barbara. El Andaluz at 531 Chapala Street, is a three-story Condominium building developed by Who-ville, LLC. Development began in 2004; construction commenced in 2007 and will be completed in 2009. Who-ville partners include Jeff Shelton as architect, Dan Upton as contractor/builder, and Leon Olson as developer. They follow this team's previous successful developments in Santa Barbara. Carlo Sarmiento has joined the team as its real estate tax accountant and advisor.

The Team

Carlo Sarmiento - Owner; A retired partner in Berti Spechler Sarmiento McCay, LLP. Carlo has over 25 years of experience in the real estate industry as a CPA, CFO and real estate investor. He serves as the executive director of Santa Barbara Housing Assistance Corporation, a non-profit corporation which is the general partner in several residential real estate partnerships that provides over 1,200 affordable housing units in Santa Barbara, Ventura and Los Angeles counties.

Leon Olson- Developer and Owner; Moved to Santa Barbara in 1977, leaving his own architecture and construction business in Lincoln NE. During the past 30 years he has been involved with many multi family housing projects including numerous Homes for People buildings. Active in community Arts organizations including a founding member of The Summer Solstice Celebration Inc., Past President of the Contemporary Arts Forum, and chair of the Santa Barbara Arts Advisory Committee.

Dan Upton- Contractor/Builder and Owner; A Santa Barbara native, Dan's company has built many custom homes for discerning individuals, and has for the last 10 years been the contractor of choice for Jeff Shelton's unique buildings. Dan enjoys the creative challenges inherent in building Jeff's designs and making sure the originality of the drawings is carried through to the final product.

Jeff Shelton- Architect; A Santa Barbara native, Jeff moved back to Santa Barbara in 1995 and was first hired by Upton and Olson to design the “Laguna Vieja” Condominium project; which when completed in 1998 was lauded several times by the Santa Barbara Beautiful Organization for its landmark architectural excellence. The George Washington Smith Award for architecture was also awarded to Shelton for Laguna Vieja.

Dave Kruger- Project Supervisor with Dan Upton Construction, Inc. A Santa Barbara native, has been managing the many aspects of building custom homes for Upton Construction for over 19 years. His immense knowledge of homebuilding combined with his dedication to detail contributes enormously to his projects, as he sees them from beginning to the finish. He is in charge of major structural, electrical, plumbing and waterproofing systems that are the basis of the lifespan of the building; working to the
highest quality, within budget, on schedule, and upholding the artistic elements of the Architect.


Karl Swanson- Moved to Santa Barbara in 1990, an artist and jack of all trades; until 1994 he worked for David Shelton Design. Karl's considerable skills in metal fabrication contributed to the design and manufacturing of the loggias. His hand is visible in many painterly details throughout this project. Karl is Jeff Shelton's assistant, office manager, and the 531 Chapala project coordinator.
